Probably mint of Rome. For the obverse type see the very similar dies of the coinage of L. Mescinius Rufus dated to c.16 BC at Rome Cf. RIC I (2nd ed.), p. 68, no. 351; BMC 86. It is plausible that the current example is from the same coin issue.
