Silver cut half of a voided long cross penny of Henry III (1216-1272), Class II (1248), minted at Exeter. The letters NR are ligatured in the obverse legend and their position around the bust suggests the rest of the legend would have been [*h]ENRICVS [REX TERCI]. The only letters from the mint signature visible on the reverse are [PhI/LIP]/ON/ECC, which suggests the moneyer might be Philip, Robert or Walter, who all have six letters and minted Class II pennies in Exeter.
