This is a Coin of British Association as noted by D. Walker at the Sacred Spring in Bath, Walker, 1988: pp. 295, 298, nos. 363-374.

RIC III, p. 179, no. 1286 passim for the Clementia reverse type, although cf. also p. 184, no. 1324 passim for similar reverse types depicting Salus.
