A Post Medieval or Modern uniface bag or bale seal. It is circular ln plan and has a slot through the seal from edge to edge. One face is blank and the other is stamped with crossed keys with a number 1 between the handles. Many similar seals can be seen on the internet bag seal gallery at http://www.bagseals.org/gallery/main.php. The records there note that this is a Russian bale seal for flax and cites Fig.81 p.63, John Sullivan, 'Russian Cloth Seals in Britain Trade, Textiles and Origins', 2012.
