This might relate to widespread rural discontent in the period immediately after the end of the Napoleonic Wars, when a falling grain price led to price-fixing under the Corn Laws. The defacing of the Royal image was technically an Act of High Treason.

Silver coin. Worn penny of Charles I (1625-1649), with a central piercing executed from the obverse obliterating the face of the monarch. This act was clearly not intended to display the likeness of His Sacred Majesty, and its destruction may rather have been intended, perhaps as a political statement. As pierced coins of the period found their way into hoards it cannot be asserted that the piercing demonetised the coin – and indeed, any propagandist benefit would have depended on its continued circulation.

Silver clasp fragment. A small cast plate serving as the expanded end of a clasp with three drilled holes of diameter 1.8mm passing through an ornate trilobate end. The object is constricted beyond this end and continues as a triple strand and is broken at the site of a bend; cf. Read early post-medieval Class N Type 1. Read’s cited parallel failed the test offered by submission under the Treasure Act on grounds of its youth, being considered as less than 300 years old, even though he (2007, p. 129 no. 531) deems it likely to be 16th-century in its style.
