Very worn Dutch post-1815 seal for Customs and Excise, copper alloy and ?lead, and rather squashed at the sides. They are quite common in this country and went on all kinds of goods. The main side has the arms of Orange in a shield - a lion rampant brandishing a sword, on a field with rectangles. The other side - illegible here - often has R & A = Dutch initials of C & E.
It measures 20x17x4mm and weighs 9.61g.
