A lead alloy cloth alnage seal. One side is stamped with a Scottish thistle between small letters I and R, within a beaded double border containing a legend COM':W[..]ES[...]. The reverse has the number 31 within a linear border. The thistle and letters IR suggest that this object dates to the reign of James I (1603-1625).
This seal relates to the County of Westmorland. For a much better preserved example, see Elton 2017, 136; also BSG.CS.00872 on the Bagseals website (http://www.bagseals.org).
