The attribution to a specific ruler is difficult although the spacing of the letters may suggest Edmund is more likely given that Eadred's coins tend to begin DN for this moneyer (North 1994: 141). Blunt et al (1989: 123) suggest that Baldwin struck coins at Bedford although this remain uncertain.
Compare https://emc.fitzmuseum.cam.ac.uk/full-record/10060203 which is a complete coin of Eadmund struck by Baldwin. Similar coins on the PAS database are GLO-D7E0AE, LON-2B11B0, LON-4B1942, LIN-632866 and NLM-5562BD.

Two fragments of a silver early medieval penny of either Edmund (939-46) or Eadred (946-55), Horizontal/Two-line type (reverse type HT1; North 688 or 706), moneyer: Baldwin, mint: uncertain (Mercia/Wessex?). Ref: North 1994: 138, 141.
The coin is in two adjoining pieces, an uneven break separating the two fragments. Together they form approximately a third of the coin. The coin weighs 0.43g. 17.5mm long (both pieces joined), 9.6mm wide and 0.8mm thick.

An early medieval silver penny of King Eadmund, dating AD 939-946. This coin is of the two line type and was minted in Winchester by Oric. The coin has been broken along one side, but is otherwise in good condition. A parallel for this coin can be found in North (1975, no. 688).

Martin Allen writes: "This is an excellent example of the Bust Crowned type of Eadmund (939-946) by the Norwich moneyer Manticen, who also produced the Bust Crowned type for Athelstan (924/5-39). The reverse, which is from the same die as a coin in the Norwich Castle Museum (SCBI 26,1118) reads MANTICEN MO NORPC. There are eight coins of Manticen in this type in the EMC/SCBI database, but they are all in the museums and this is the first find recorded in EMC."

This appears to be a new variety of 'two-line' coin for Edmund, the first recorded with an HT2 reverse (cross between two annulets), although EMC (2013.0024) notes a coin sold as part of the Murchison sale in 1866 (lot 272) of the same reverse type (see British Numismatic Journal 44, p22).

The obverse shows a small, central cross pattee set within a circle. Obverse legend reads EADMVND REX followed by a small cross. The reverse is of the "two-line type" with the moneyer's name shown in two lines divided by a cross between two annulets; above and below the moneyer's name is a trefoil. Die axis: 12 o'clock Diameter: 20.28mm, Thickness: 0.49mm, Weight is 0.86g. Just less than half of the beaded rim is missing.
