A silver penny probably of Richard II - struck at the York mint using local dies. It is pobable that the coins is double struck and is also heavily worn making positive identification difficult.
John Naylor (PAS National Finds Advisor for medieval coins) has suggested:
This coin is probably of Richard II, York local dies. It seems to be badly double-struck so I think the : after EBO is more likely to be a single pellet, but again I'm not totally sure. It seems to best match Purvey's group A1 (no. 37) which has he reverse .EBO.

Slightly clipped but very fine silver groat of Richard II. This example is likely to be an early bust either Type I or II. The front face is very shiny / polished and there are multiple sub-triangular nicks on the bust suggesting the silver of the coin has been tested with a knife.
