Probably mint of rome. This coin is of uncertain type. The apparent left facing bust is unclear, although perhaps looks Neronian or Flavian, similarly the reverse legend is largely illegible. Although these are Julio-Claudian bronze types with large SC reverses (e.g. for Tiberius and Caligula), these are typically for asses and even in its current state, this coin is larger and heavier.
