At 12 o'clock, a sword, representing i St.Paul meaning it was made in London. At 3 o'clock is a crowned G, meaning it was one of the King Georges. At 6 o'clock is a coffee pot/ ewer meaning it was made by the company of founders. At 9 o'clock, an A for Averdepois, the type of weight.
This system of marks was in use 1590-1826 and London authorised weights were widely used int he provinces.The position of the marks tells you it is George III or George IV before 1826 (Biggs, English Weights p.52)
