The initial cross is visible and it is possible the surviving letters read RA although this is very unclear. If so, the moneyer may be Rauf (Gloucester), Raulf (London, Norwich) or Rapulf (Rye) as listed by Mack (1966, nos. 99-135).

The obverse shows a crowned bust with sceptre in right hand. The legend beings at the top with III after the sceptre. It reads H[...}]III with crescent initial mark. Crown as figure 1 in North (vol1, p. 225).
The reverse bears a voided long cross with three pellets in each quarter. The remaining legend reads [ ]ION/LV
Type 4a in Wren 'The Voided Long-Cross Coinage 147-1279, 1993, p. 44) and Norht number 989 (vol 1, p. 226).
