The obverse legend appears to be [ ... ]N - [ ... ] which would mean it is for Valens. The reverse is very unclear, but might just be GLORIA ROMANORVM with emperor holding standard and dragging captive. Measurements :- Diameter 14.51mm, Thickness 1.87mm , Weight 2.3g
