The item is now bent of of shape but was likely straight.

The item is likely a Roman ligula or a similar small implement used for cosmetic purposes. It features a cylindrical shaft which tapers toward a thinner flattened end where the 'scoop' portion is located. The scoop itself is circular and is slightly dished, forming a concavity in the centre.
