Probably VICTORIA AVGGG reverse type, depicting victory advancing left with wreath and palm. Although relatively rare, in light the small size of the flan (c. 11mm) the above identificatuion is thought more likely than the relatively more common SECVRITAS REI PVBLICAE issue of Reece Period 18.
