Discussion:
Silver annular brooches are commonly reported as Treasure though with varying degrees of decoration. For examples see 2017 T676 (WMID-EF7056), 2010 T544 (WILT-378885) and 2016 T634 (YORYM-9A191A).
A similar cable decorated silver annular brooch is illustrated in Egan and Pritchard (1991) p.253, fig.163, no.1334.
Conclusion:
In terms of age and as the object contains a minimum of 10% precious metal it qualifies as Treasure under the stipulations of the Treasure Act 1996.
