Either a Edward I/II class 10cf3a2 or 10cfa3 (early) penny dating to 1307-09 or a Edward II class 10cf5 or class 11 dating from 1309-14 mint is possibly Canterbury, the letter R has a fishtail (which is a characteristic of cf3a2 and a3 early) The bust looks consistent with late class 10cf and early class 11 but due the coin's condition, a more accurate identification cannot be attempted.
