Lead alloy two disc rivet type cloth seal. The ligament between the two discs is broken otherwise the seal is complete. The alnage stamps on either side are very difficult to resolve but on the side with the compressed rivet a capitalised R can be seen possibly in the upper left quadrant of a long cross.
