This is a lead Russian customs seal which has two holes which pass through the middle of the disc from one edge to the other. One side has the inscription ИB[..]/ИNKOS/N20 which would translate as Ivan Nikov who would have been the quality control officer responsible for grading the flax or hemp. The other side has *NP*/AG12H/1818 which may indicate its origin was Novgorod with the date of 1818. These seals are associated with imports of hemp and flax from Baltic. Dimensions diameter 22.5mm, thick 4mm, weight 11.79g.
