This is not a token but is part of a cloth seal relating to London. The inscription around the angel no doubt reads GLORIA IN EXCELSIS. For a close parallel see 'Lead Cloth Seals and Related Items in the British Museum' by Geoff Egan (1994), item no. 68, p42 & Fig 21, p172.
