Roman silver coin. The coin is a denarius of Septimius Severus (193 - 211), INDVLGENTIA AVGG IN CARTH type dating from about 204 AD. The coin reverse shows Dea Caelestis holding a thunderbolt and sceptre seated facing forwards on a lion leaping over water which gushes from a rock on the left. See Sear number 6285.
The coin is probably a contemporary copy which has a silver wash. Some of the surface has worn away, revealing a darker core with patches of orange rust.
