This is a double loop cast copper alloy buckle with oval loops and floral decorated knops on the outer edge of each loop. The bucle is damaged and in very poor condition. One loop is broken between the central bar and the outer edge of the loop and the loop itself is bent. The break is old as evidenced by the corrosion on the edges of the break. The buckle is 58.38mm L x 45.87mm W and weighs10.94g, the measurements are the maximum that can be obtained given tthe damage the buckle has sustained. A similar buckle can be found in "Buckles 1250_1800" by R Whitehead, page 64, illustration No.392.
