This is an early example so we can discount Tomas (5b only), Alein mints 1b-c and 3-4. I like the hair and E (which looks like the closing bar is made of two crescents rather than one big one) as class 1 but the A is less certain and looks later. The class 1 ones also seem to all have the legend CARD. Mass (SCBI 56 The JP Mass collection of English Short Cross Coins) illustrates a few of this type, this seems to be a dead ringer for his 821823 which are, unusually 1c/III mules with the reverse listed as class 3 and the obverse as Ic. Apparently this muling was first identified by counting the number of serifs on the N's.
