It is a brockage with the quadriga design being incuse on one side, probably due to another coin being stuck in the die during striking.  The closest known type to this coin is a denarius of Augustus from a Spanish mint (BMC 393; RIC 108a) which shows a quadriga right.  It is quite possible that this coin is a contemporary copy, in which case it might have been made in the decades after 18 BC.
